Overview

The Program Representative will be responsible for supporting all necessary functionalities to support the Rhoads Industries team and affected organizations in respects to Implementation and Execution of cross program Focus Factory offloading construction work for Rhoads Industries. This Program Rep will work with Rhoads Industries personnel, operations, finance, planning, purchasing etc to ensure that the proper tools, procedures, memo and associated documents are in place to allow construction to take place in the Focus Factory environment. This includes driving program decisions and execution for Rhoads Industries, and ensuring lessons learned from these efforts are incorporated into the ship construction programs. Additionally, this position is responsible for processes and procedure development and / or change associated with Strategic Sourcing activity.


Responsibilities:
•    Major focus on Execution of ships construction at Rhoads industries in support of Focus Factory
•    Develop training strategies in each functional area Purchasing, Planning, Finance etc. for SSPO
•    Ensure that all associated shop orders are being progressed and issued to the teams supporting SSPO and tracking charges that are associated to the Rhoads workload
•    Working with Procedures group on new or preexisting TSOs, MDDs etc. between SSPO and the Functional departments and ensuring accuracy with the work
•    Decision Memo creation and revision, ensuring that products are properly stored in the E2E plan with the right level of information that are associated to Rhoads construction
•    Supporting Program reviews, Construction Readiness reviews, QPPCs, Executive Briefs for VCS and CLB PMO
•    Identifying gaps in our business systems and practices
•    Manage projects as assigned, and propose projects to mitigate risks or to provide needed focus
•    Continuous interaction and coordination with the SSPO Supervisor for Focus Factory, the Columbia and Virginia Program Offices, Strategic Planning, Planning, Materials Management, Material Services, Operations, Engineering, DBS, Supplier Quality, Finance, Purchasing.
•    Supporting Motor Module Post Paint Integration Efforts at Rhoads Industries
•    Develop, implement and execute strategies as well as tactical plans to ensure Enterprise objectives are achieved to support Strategic Sourcing and Focus Factory goals
•    Identify risks and set plans in place to mitigate them

Candidates must be self-starters who can manage details in line with desired Program outcomes. Willing to learn. Willing to drive program needs. Strong oral and written skills are needed as well as organizational skills, including the capability to write clearly and concisely. Candidates must have the ability to communicate with utmost professionalism at all levels of management.


The candidate must have the ability to plan and execute multiple projects, provide direction and support to project team(s), constantly monitor and report on progress of the project to stakeholders, implement and manage project changes to achieve project deliverables, provide project recommendations.

Qualifications

Required:

  • High School Diploma or G.E.D. equivalency
  • A minimum of 5+ years of professional experience in operations management, planning, material flow, engineering, program office etc.
  • Ability to independently drive program objectives
  • Ability to travel to Philadelphia, PA
  • Ability to obtain a DOD Secret Clearance

Preferred:

  • Bachelor's degree in Engineering, Finance, or Business
  • PMP Certification
  • EB Program Office background
  • EB Purchasing background
  • Project management and team leadership experience
  • A minimum of 5 years of experience in Program and Project management
  • Strong understanding of planning processes and systems
  • Working knowledge of Deck Plate Manufacturing Processes and practices
  • Working understanding of Virginia Class & Columbia Class
  • Integrated Master Schedule methodology
  • Understanding of Earned Value Management System
  • Experience using Oracle, Spars, MRPII, ARTEMIS, Electronic Desktop, and NX/Team Center Experience with MS Office, predominantly Excel and Project, software
  • For internal EB employees: Future Leaders Group (FLG)/Business Leaders Group (BLG) a plus
