Overview

The Shipyard Test Organization is the premier trade made up of a team of world class testers who have the knowledge and skill to be the last in line delivering the most capable warships to the U.S. Navy. In STO, we are a learning organization that operates daily on our foundational pillars of proper planning, integrity, and ownership to complete operational testing with the highest level of formality.

 

The role of Deputy Test Manager is a unique support position within the Shipyard Test Organization. The successful candidate will perform the day to day duties to manage the department of 360 employees and report directly to the Columbia Class STO Test Manager and Director. The responsibilities of the role encompass every facet of proficiently delivering the non-nuclear test program. The Deputy should be aligned with the Test Directorate goal, and be prepared to take on any conflict that may arise during the day or week in support of delivering on our mission at EB.

 

Representative Duties:

  • Cost: Understand all aspects of cost and business impacts. Familiarity with the ICMS reports, and ability to meet with Finance and CTEs on a monthly basis to review CAPS
  • Progressing: Understand the process and be able to assist hull leadership in progressing. Proactively find opportunities to achieve attainment goals.
  • Responsible for ATA payroll of Chief Test Engineers
  • Drive OQE for impending Key Events on each project
  • Test Form Status and review. Drive metrics to expedite closure of Test Forms.
  • Review and approve single valve tag outs when the Test Manager is unavailable
  • Understand and coach projects and Groton Ops to the Columbia Class Playbook.
  • Perform the Quarterly Test Manager’s Tag out review
  • Act as an advisor and sounding board for the Test Manager
  • Present initiatives weekly as an active member of the STO Continuous Improvement Team (STOCIT)
  • Provide oversight and ongoing evaluation of STO Core Processes
  • Provide oversight to all branches within Shipyard Test: Training Branch, Facilities, Quality, Operations
  • Interface regularly with NAVSEA, JPTG, NRRO and outside entities to support business needs

Qualifications

Required:

  • High School Diploma or GED
  • 10+ years of related test experience and/or Navy
  • 5+ years of trades/test supervisory experience

Preferred:

  • Bachelor's and/or Master’s degree in related field
  • Prior Naval Propulsion Plant experience
  • 3 or more years of related experience with project management
  • Familiarity with Tag-out Process
  • Experience in Electronic Desktop
  • Experience with submarine maintenance, especially relating to safety, work execution procedures, program management, and availability certification
  • Familiarity with Artemis, associated schedule metrics, and cost performance metrics
  • Experience with ARTEMIS, Commitment Reporting, and EVMS
