Overview

The Problem Resolution Engineer (PRE) is a member of Electric Boat’s Nuclear Quality organization. The PRE must be a problem resolution specialist, capable of engaging with management to lead investigations into a variety of complex problems. The PRE will be assigned to support the Groton Shipyard with oversight of Electric boat remote locations; coordinating the status and efforts of multiple departments, assuring adequate corrective action is taken, and interacting with regulators such as Supervisor of Shipbuilding (SUPSHIP) and Naval Reactors Representative's Office (NRRO) as well as Electric Boat Senior Management through final resolution. Emergent issues may originate from any discipline, trade or supplier and will required candidate to become familiar with new subjects and topics in an expedited manner. A successful PRE is able to balance conflicting priorities in an industrial engineering environment and able to coach areas of the business to identify root cause of problems in order to implement sustainable preventative actions for resolution. 

 

Responsibilities include:

  • Provide technical expertise and mentorship in performance of Root Cause Analysis (RCA) and Corrective and Preventative Action (CAPA)
  • Facilitate formal investigations into unplanned events via learning sessions and critiques.
  • Lead teams made up of a cross-section of EB management, engineering and trades personnel to utilize process improvement skills, perform problem investigations to determine problem scope, assess risk, perform causal analysis, and develop corrective actions.
  • Assist in development of detailed reports that may include investigation summaries and backup documentation such as cause maps, problem analysis matrices, or corrective action plans.
  • Lead efforts to resolve selected significant problems (e.g., NAVSEA "A" Items, Method "C" and "D" Letters, Top Ten Items, Level I problems) identified by external (e.g., SUPSHIP or NAVSEA) and internal management

This position is located at Groton Shipyard and may require occasional travel to other Electric Boat facilities.

Qualifications

Required:

  • Bachelor’s of Science in Engineering or related technical degree
  • 4+ years of postgraduate experience in engineering or other related field involving complex industrial issues or process improvements
  • Experience in problem definition, root cause/causal analysis, and corrective action planning

Preferred:

  • Advanced degree in engineering or other focus area involving process efficiency or learning
  • Lean/Six-Sigma Green or Black Belt training
  • Education and experience in change leadership and/or behavioral/cultural change in a large company/enterprise
  • Experience in Navy or ship construction
  • Understanding of shipyard programs such as Radiological Controls, testing, lifting and handling, Special Emphasis Programs, shielding, welding, work control requirements, cleanliness requirements for nuclear propulsion plant, Naval Nuclear Quality Assurance requirements, fundamentals of continuous improvement in the Naval Nuclear Propulsion Program, and Non-Destructive Testing.

Skills

  • Applicants must have strong analytical and communication skills (written and verbal) and an ability to interface with senior management.
  • The individual must be able to work effectively with the full spectrum of the EB work force (e.g. engineering, management and trades personnel).
  • This position requires a motivated and confident individual with strong problem solving and conflict resolution skills.
  • Candidates must have strong organizational, negotiation, influencing and consulting skills with the ability to combine initiative with professionalism.
  • The position will involve a large degree of autonomy and independence within the investigative process
