Overview

The Program Representative will be responsible for supporting all onsite support requirements in respects to Execution of cross program Focus Factory offloading construction work at Rhoads Industries. This Program Rep will work with Rhoads Industries personnel, operations, finance, security, On-boarding, planning, engineering and purchasing to ensure the success of the Focus Factory construction schedules, Critical and Controlling paths, Barging etc. This includes driving program decisions and execution for Rhoads Industries, and ensuring lessons learned from these efforts are incorporated into the ship construction programs. Additionally, this position is responsible for processes and procedure development and / or change associated with Strategic Sourcing activity.

Responsibilities:

  • Major focus on Execution of ships construction schedules at Rhoads industries in support of Focus Factory work and Quonset Point needs
  • Supporting Program reviews, Construction Readiness reviews, Quarterly production process conferences (QPPCs), Executive Briefs for VIRGINIA Class submarine (VCS) and COLUMBIA (CLB) program office
  • Identifying gaps in our business systems and practices
  • Ensuring all associated transferred work have the proper documents in place to justify offload
  • Continuously validate and/or revise the site’s staffing plan to support current and upcoming construction work
  • Determine the appropriate trade demand required to support current and upcoming work
  • Ensuring Material, fixtures etc. are on site supporting all stages of construction and working collectively to facilitate discussions as needed
  • Help with progressing facility upgrades required to support current and planned construction work
  • Work with the cognizant technical stakeholders to identify any specialty tooling required from a fabrication or system testing perspective
  • Working with Detail Planning on work instruction issuance to meet operations needs
  • Developing and maintaining plan of action and milestones (POAMs) and tools to support workload
  • Manage projects as assigned, and propose projects to mitigate risks or to provide needed focus
  • Continuous interaction and coordination with the SSPO Supervisor for Focus Factory, the Columbia and Virginia Program Offices, Strategic Planning, Planning, Materials Management, Material Services, Operations, Engineering, Design/Build, Supplier Quality, Finance, Purchasing.
  • Develop, implement and execute strategies as well as tactical plans to ensure Enterprise objectives are achieved to support Strategic Sourcing and Focus Factory goals
  • Identify risks and set plans in place to mitigate them

Candidates must be self-starters who can manage details in line with desired Program outcomes. Willing to learn. Willing to drive program needs. Strong oral and written skills are needed as well as organizational skills, including the capability to write clearly and concisely. Candidates must have the ability to communicate with utmost professionalism at all levels of management

The candidate must have the ability to plan and execute multiple projects, provide direction and support to project team(s), constantly monitor and report on progress of the project to stakeholders, implement and manage project changes to achieve project deliverables, provide project recommendations.

Qualifications

Required:

  • Bachelor's degree 
  • A minimum of 4+ years of professional experience in operations management, industrial engineering, program office within manufacturing, purchasing, or program finance working with budgets.
  • Ability to independently drive program objectives
  • Ability & willingness to travel (~10%) to New London, CT and Quonset Point, RI
  • Ability to obtain a DOD Secret Clearance 

Preferred:

  • Bachelor's degree in Engineering or a MBA
  • 5+ years of experience in Program and Project management
  • Excellent critical thinking skills
  • Project management and team leadership experience

    Strong writing skills are essential and necessary.

  • Must be willing to talk with Management of all kinds to help drive program objectives and manage multiple projects
  • Experience with MS Office, predominantly Excel and Project, software
  • Experience using Oracle, Spars (EB Employees), MRPII, ARTEMIS, Electronic Desktop (EB Employees), and NX/Team Center applications.
  • Understanding of Earned Value Management System
  • Strong understanding of planning processes and systems
  • Working knowledge of Deck Plate Manufacturing Processes and practices
  • Working understanding of Virginia Class & Columbia Class Integrated Master Schedule methodology
