Overview

The successful candidate for this position will develop and implement test program quality plans and procedures for the Shipboard Test Organization.  In order to measure with objective quality evidence, the person in this role will assign and maintain weekly surveillances designed to measure compliance with department policy and standards. 

 

Using total quality metrics and surveillance results, the successful candidate will analyze and report on strengths and weaknesses in the organization, and participate with staff and peers on means to correct and improve performance to standards.  The selected individual will be effective in investigation of weaknesses and development of corrective actions for recurring discrepancies and deficiencies.  Regular interface with project test teams and a leadership role in the Test Discipline Steering Team are keys in this role.  Collaboration with D272’s internal training organization, EB’s workforce development team, and Audit and Assessment are also key in execution of assigned tasks. Reporting directly to the Manager of Test, this person ensures that department performance and products conform to established company standards.

Qualifications

Required:

  • High School Diploma or GED
  • 3 years of relevant (submarine/naval) experience in training or as a quality analyst
  • Knowledge of VIRGINIA Class and COLUMBIA Class manufacturing plans and ship’s construction sequence, shipyard standard practices, ship safety requirements and the integrated master schedule (IMS)

Preferred:

  • 10 + years of experience in surveillance, assessment, improvement, or training administration
  • Four-year Technical Degree
  • Previous US Navy submarine operational experience
  • Demonstrated experience with Tag out User Manual (TUMS), Manual for the Control of Testing and Ship Conditions (6010 Manual), and Manual for Control of Testing (MCT)

  • In depth understanding and ability to support Electric Boats’ Operations’ safety goals and strategies
  • Strong written and verbal communication skills to effectively communicate with all levels of Electric Boat management and Customer
  • Strong technical knowledge and experience with submarine operations and test programs
  • Demonstrated leadership experience
  • Demonstrated ability to solve complex problems
  • The ability to make sound recommendations based on Earned Value Management System (EVMS) metrics
  • Proven history of effective collaboration with project management teams
  • Demonstrated understanding of EB business systems and software including Electronic Desktop, Interactive Test Procedures (ITP), Team Center, EB7G, EB3G and Microsoft Office tools
