Overview

Department 460 is seeking highly motivated candidates to support submarine construction activities of VIRGINIA Class, including ships with the VIRGINIA Payload Module.  D460 is responsible for the resolution of design issues, troubleshooting of construction problems, technical support for manufacturing operations, providing technical leadership to operations via risk assessments and communicating shipyard needs to Groton/NL Engineering and Design.  The department’s main goal is to provide timely, high quality engineering support for all manufacturing, steel fabrication, and outfitting activities at the Electric Boat Quonset Point (EBQP) facility. 
 

D460 has an opportunity for a highly motivated program representative to serve as a coordinator for the EBQP engineering group.  Daily production relies on careful planning and communication of all tasks being accomplished which required continuous interaction between all departments and organizations within EB, including the Groton, New London, and Eagle Park sites.  This job has multiple primary responsibilities monitoring, evaluating, troubleshooting, and reporting Electric Boat business system data to assist management in improving organizational performance, resource planning, quality, and communication of functional metrics.  The position will involve supporting engineering and design organizations, communicating status of products between engineering, ECM, planning and operations groups.  The position also includes facilitating meetings, making presentations, and independently providing performance reports at both the department and directorate level.  The successful candidate will assist with supporting operations agenda meetings, work instruction hold up meetings, and facilitation of stop work meetings.  They are also expected to relay shipyard priorities to appropriate Engineering group. 
 

RESPONSIBILITIES include (but are not limited to):

  • Meeting facilitation and management
  • Develop and maintain meeting data spreadsheets and management tools
  • Chair status meeting with supervisors/managers to review progress to department goals
  • Facilitate communication of off-site D&E groups with operations and planning
  • Publish weekly UNSAT and ER performance metrics
  • Facilitation of EBQP Engineering Supported Metrics
  • Non-workable work and stop work meetings and metrics
  • Support of Engineering Product Development
  • Perform discrete tasks at the direction of engineering supervision as necessary to support product development, to assess magnitude of impact due to emergent problems, and to carry out corrective actions
  • Assist with developing schedule recovery plans, plan of action and milestones as requested by supervision
  • Develop, collect and analyze metrics to ensure department quality objectives are being met and continually improved
  • Work closely with engineers to ensure processes are understood, implemented and improved
  • Work with management and team members to develop corrective action plans
  • Conduct audits
  • Facilitate department’s unplanned events
  • Contribute to organizational self-assessment
  • Resource Planning
  • Use scheduling and planning tools to analyze current and future work in order to develop plan to ensure adequate resources
  • Make recommendations to management for staffing levels and hiring goals
  • Monitor and report on hiring and attrition information in support of meeting staffing goals

Qualifications

Required:

  • High School Diploma or GED
  • 4+ years experience as a Manufacturing Representative, Operations Supervision/Analyst, Planner, or Industrial Engineer
  • Previous project or task leadership experience
  • Proficiency in Microsoft Office products with emphasis on spreadsheet (Excel) and/or database (Access)
  • Ability to obtain DOD secret security clearance

Preferred:

  • Bachelor’s Degree in Engineering, Finance, or Business field
  • Experience with Earned Value Management system
  • Experience with Electric Boat business system and performance monitoring tools 
  • Lean Six Sigma Certification - Green/Black Belt
  • Project Management Professional (PMP) Certification
