Overview

Electric Boat is gearing up to execute a major construction and test program for the 827 Integrated Power Systems (IPS) at the IPS Compatibility Test Facility (CTF) in Philadelphia, PA. The IPS encompasses both the cutting-edge electric drive propulsion plant and the core electrical power distribution system. A pre-production integrated test program utilizing prototypic equipment is currently underway at the CTF and will run continuously right through the launch of the motor module test program.

As our Test Procedure Writer / Engineer, you aren't just documenting data—You sit exactly at the intersection of brilliant engineering designs and hands-on physical reality.

Without your master procedures and test frameworks, the technicians can’t test, the system can't launch, and the product can’t reach the world. You are the ultimate gatekeeper of quality and safety.

• Collaborative with Test Facility Touchpoints: While this is primarily an engineering and documentation-focused role, it isn't a rigid "desk-only" job. You will travel to visit the test facility as needed to see your procedures in action, sync with technicians, and validate your work in the real world.

Key Tasks

• Procedure Authoring: Draft, review, and maintain step-by-step technical test procedures, by using operation manuals, and verification of matrices mapped directly to engineering specifications
• Requirement Breakdown: Interpret Engineering Requirement Documents (ERDs) and Product Requirement Documents (PRDs) to identify testable conditions and define explicit acceptance criteria
• Cross-Functional Collaboration: Partner with Systems, Design, Electrical, and Software Engineers to extract necessary inputs and ensure test environments are accurately documented
• Validation & Walkthroughs: Perform physical or digital "test drives" and walkthroughs of draft procedures alongside testing technicians to validate accuracy, flow, and safety parameters prior to formal sign-off
• Regulatory & Quality Compliance: Ensure all written procedures strictly conform to industry regulations and internal quality management standards
• Document Control Management: Submit, track, and archive completed documents, revision requests, and test records through the company's Electronic Document Management System (EDMS).
• Development of formal correspondence to the government for various document approval purposes
• Interface with external and internal customers to ensure alignment
• Work travel is periodically required

Qualifications

• Education: Bachelor’s degree in engineering (Mechanical, Electrical, Aerospace, Software) or an equivalent technical discipline.
• Experience: 0-5 years of post-graduate engineering experience in a hardware, manufacturing, software, or highly regulated testing environment or post-graduate military experience within the Submarine Force in a technical, electronics, or analytical rating (e.g., ET, FT, STS, ITS, or Nukes). 
• Ability to obtain/maintain a Secret-level security clearance

Preferred Qualifications

• Certifications in Lean/Six Sigma or technical auditing
• Hands-on laboratory or workshop troubleshooting experience.
• 3+ years of military experience within the Submarine Force in a technical, electronics, or analytical rating (e.g., ET, FT, STS, ITS, or Nukes).
• Proven experience adhering to rigorous sub-surface standard operating procedures and a 'First Time Quality' mindset.
• Technical Writing: Demonstrated track record of writing high-consequence technical manuals, work instructions, command-statement test scripts or equivalent test documents.

• Schematic Literacy: Ability to interpret engineering schematics, wiring diagrams, blueprints, and CAD models to construct test frameworks.
• Mastery of standard documentation platforms (MS Word, Adobe, Visio) and familiarity with technical databases or PLM software.
